New PCC members welcome and induction
New PCC lay members and Deanery Synod representatives elected at the recent APCM, and also the new Honorary Treasurer and Assistant Treasurer, were welcomed to their first PCC meeting. A presentation was provided that included an explanation of the roles and responsibilities of PCC members, the planned annual schedule of PCC business and the conduct expected of PCC members in line with the Nolan Principles for standards of public service. Members were also taken on a familiarisation tour of the site.
Appointment/Election of PCC officers
In accordance with the will of the Congregation as expressed at the APCM, the PCC ratified the co-option of Mercédès Pavlicevic, Deputy Churchwarden, as a member of the PCC for 2017-18, Deborah Colvin and Trevor Lines having already been appointed as ex-officio members by reason of their election as Churchwardens.
Kevin Hipgrave was appointed as PCC Lay Chair for 2017-18, agreeing to share the responsibility for chairing PCC meetings throughout the year with the Rector.
The PCC welcomed David McKinley, newly appointed Honorary Treasurer, and Nick Worsnop, newly appointed Assistant Treasurer, to the meeting. Both had been recruited recently to these voluntary positions. Together with Simon Stedman, who had also agreed to serve as Assistant Treasurer with ongoing responsibility for Planned Giving, this new Finance team will provide support and oversight of St James’s finances to Chris Rogers, our full-time Finance Manager, and ensure appropriate reporting on financial matters to the PCC throughout the year.
Membership of the Standing Committee for 2017-18 was confirmed as comprising those church officers elected or appointed by the PCC and Clergy members with specific line management responsibilities: i.e. The Rector, Associate Rector, PCC Lay Chair, Churchwardens and Deputy Churchwarden.
Safeguarding Policy, Self-Audit and Action Plan
The PCC reviewed and approved the Safeguarding Policy Statement as provided by the Diocese. Additionally, Jane Gray, our HR Advisor, and Jane Preest, our Safeguarding Officer provided an update on the Safeguarding self-audit and Action Plan, reporting on progress achieved. Further work is to be undertaken in relation to the training of volunteers, with a specific focus on safeguarding of vulnerable adults. Arrangements were advised for safeguarding training for all new PCC members.
PCC member liaison roles for 2017-18
PCC Members agreed to take on liaison roles aimed at continuing to strengthen links between the PCC and organisations and groups closely associated with St James’s [Alternatives, Animal Welfare Group, Blake Society, Caravan and Counselling Service, Julian Group, LGBT Group, LivingSpirituality, Vagabonds, Zen Meditation Group]. Those PCC members who volunteered will provide feedback on their visits to these groups to PCC meetings throughout the year.
Market
The PCC discussed recent developments and future arrangements, particularly in relation to the ongoing organisation of the food market on Mondays and Tuesdays.
Management Accounts
The PCC perused the management accounts for the three months to 31st March 2017, noting that performance was broadly in line with budget.
Art Installation – ‘Suspended’ by Arabella Dorman
The PCC considered and approved in principle a proposal to host an art installation by critically acclaimed British artist Arabella Dorman. The installation, from December 2017 to February 2018, will take the form of salvaged clothes, dramatically displayed on purpose-built scaffolding in the Church, as if having ‘exploded’ and being in a state of suspense, highlighting the plea of the vast number of refugees and asylum seekers whose lives are in a state of suspense, and moving the story on from the previous ’Flight’ installation.
HeartEdge initiative
The PCC considered and agreed to sign up to ‘HeartEdge’, a new initiative led by St Martin-in-the-Fields to form a network of churches who blend their mission around four key areas: Congregation, Commerce, Culture and Compassion. It is intended that the initiative will provide an opportunity for member churches to learn from each other, celebrate achievement and to plan for the future.
